I wanna play one sometime. I'd try Council of Thieves with it, but that tries to steer you away from Hellknight characters. It's practically saying, "If you MUST play a Hellknight, play an Order of the Scourge, as they're the ones who'd be most interested in the events of the story and in taking the Rack down a peg. But we don't recommend it. The Hellknights are supposed to be antagonistic."
So few of them fit, but the ones set in Varisia might be good for an Order of the Nail Hellknight. And I made a new order, Order of the Spade, for my Kingmaker campaign. They're about to ask for permission to build their keep in the next session.
Serpent's Skull might work for an Order of the Chain or Order of the Pyre. They're active down there, IIRC. There's a minor Order down there too, I think.
Carrion Crown assumes PCs can be from anywhere, so one could conceivably play one there, though getting a Hellknight to witness your devil-killing would be... problematic.
I'd say in order of ease of use, it'd be CoCT, then Shattered Star, Serpent's Skull, and RotR. All the others would require some back-bending.
